Annual Report of the Sphere Foundation for 2023

— The year 2023 has proven that the queerphobic policies of the current regime in Russia can exceed even the darkest predictions. It is essential to continually find new approaches and strategies, expand our work, and keep providing assistance to the growing number of those in need. We must repeatedly break free from the escalating restrictions, risks, and laws that the state uses to silence all voices speaking out about numerous human rights violations in the country.
Our team—individuals capable of creativity, empathy, and dedication to developing their programs and projects even under these circumstances—has become a reflection of the organization’s potential for me. This is precisely what I want to highlight from the results of the past year. Thanks to all of them, I want to remain confident that the future belongs to those who continue to fight for the beauty of believing in freedom.

Psychological Assistance
The Sphere Foundation’s psychological assistance program has two aspects: free consultations for LGBT+ individuals and training for psychologists.
In 2023, we anticipated an increase in the number of applications, including from people in acute states due to the changing political landscape in Russia. We focused on supporting our team by providing training that could be integrated into their work and used in self-help practices. The number of psychologists in the Sphere team increased in 2023.
In 2023, we conducted 708 consultations for 243 people:
- 626 online consultations;
- 82 offline consultations.
We had to suspend offline consultations in the last months of 2023 for safety reasons following the Ministry of Justice’s lawsuit to recognize the “international LGBT community” as extremist.
Legal Assistance
The legal assistance program provides individuals with personal consultations and legal support from attorneys.
Throughout 2023, as the Russian government continued to tighten legislation against LGBT+ people, the number of requests for legal services increased.

Emergency Assistance
The main task of this service is to help those directly affected by queerphobia from the Russian authorities or society.
In 2023, we focused on assisting LGBT+ activists or openly queer individuals. Cases involving domestic or familial queerphobia were not serviced by the program, but alternative assistance — legal or psychological — was offered.
Over the past year, we received 68 requests for assistance, and financial support was provided to 15 applicants and 5 family members.

Reports from strategic programs
Discrimination Monitoring
The monitoring program records public cases of discrimination against LGBT+ individuals from open sources, including information on discriminatory courts, attacks on LGBT+ individuals, or queerphobic initiatives and calls. We also collect anonymized data from all direct assistance services. All this is necessary to create a comprehensive picture of the situation regarding the rights of LGBT ь ь+ individuals in Russia, as well as to provide data for international human rights organizations and advocacy reports.
In 2023, we recorded 289 incidents. The same number was recorded only in 2015, while it was significantly lower in other years.
Advocacy
Within the advocacy program, specialists prepare various reports and studies on the situation of LGBT+ rights in Russia. We detailed the program in this material.
In 2023, we wrote 7 reports for the United Nations and made 3 appearances at the European Parliament and the UN.

4 reports on specific topics
- On adequate housing for the UN Special Rapporteur on adequate housing;
- On children’s rights for the Committee on the Rights of the Child;
- On the impact of sanctions for the UN Human Rights Council;
- On the impact of sanctions for the Office of the High Commissioner for Human Rights.
Sphere also served as an expert for international and regional human rights organizations, including Human Rights Watch and the European Court of Human Rights (ECHR).
As a major LGBT+ human rights organization, Sphere sent 4 appeals:
- Sharing expertise on why the amendment defining marriage as a union between a man and a woman should not be introduced in the Czech Republic;
- Requesting not to support Russia’s candidacy to the UN Human Rights Council;
- Requesting the extension of the mandate of the UN Special Rapporteur on Russia;
- Asking WHO to assess the ban on gender transition in Russia.
Strategic Litigation
This program provides free legal representation for court cases, which increased in 2023 due to stricter legislation. We cover the costs of lawyers and document processing for LGBT+ individuals who face unjust discrimination by the state.

Details of the cases won by Sphere’s lawyers in 2023
Communications Department
The main goal of the department is to inform about the situation around LGBT+ rights in Russia and the assistance provided by Sphere .
In 2023, we:
- Held the first online festival GenQpride, which was viewed over 7500 times.
- Released 113 media materials;
- Launched the “Discrimination Map” for public viewing;
- Were mentioned 194 times in media and blogs.
Over the past year, our social media followers grew by 17,500 thanks to the launch of TikTok. The Sphere website had over 36,000 views.
Sphere’s plans for 2024
1. Expand the Emergency Assistance program to support more applicants.
2. Develop data collection methodology and automated data exchangewithin the Monitoring program.
3. Train lawyers and psychologists to work under new conditions with new prohibitions.
4. Simplify the issuance of humanitarian visas for queer individuals from Russia.
5. Increase the number of specialists in all support services.
6. Continue collaborating with psychologists from state institutions.
7. Increase the frequency of English-language updates in our media about the situation in Russia, to inform the international community about both you and us.
8. Hold the second GenQpride.
